New themes in innovation

Innovation policy’s main objective is to provide enterprises of all sizes and sectors with an environment, i.e. the right framework conditions, that enables them to make the most of their innovation potential. However, these key enabling features can change over time with changes in the requirements that firms have to fulfil in order to remain competitive or, more specifically, innovative. In contemporary academic literature there is evidence that a paradigm shift from a producer centred to a user centred innovation approach is taking place. This shift is likely to significantly alter the requirements that firms have to meet, and therefore implies that there will be new themes for innovation policy to address and new requirements for it to fulfil. This policy brief seeks to indicate such new themes in innovation and identify the new requirements that arise for innovation policy on the EU-level.
